Rejection international telecom laws Peña

International voices joined the citizen rejection of the initiative secondary laws telecommunications reform proposed by the executive branch and the Senate plans to rule this week.

Richard Stallman, president of the Free Software Foundation; Jacob Appelbaum, an independent computer security researcher and Jérémie Zimmermann, co-founder of La Quadrature du Net, both co-authors of the book "Cypherpunks" with Julian Assange, are just three of about a dozen activists and defenders of the rights of citizens who signed a letter addressed to Congress, expressed concern and opposition to the initiative.

Advocates say the initiative violates the rights to freedom of expression, principles of net neutrality, opens the door to censorship, violation of the privacy of citizens and allows abuses of authorities through electronic surveillance and interception of telecommunications.

"We demand that such regulations are in conformity with the Resolution of the United Nations Convention on the Right to Privacy in the Digital Age, the Joint Declaration on monitoring programs and their impact on freedom of expression by the UN together with the OAS and 13 International Principles on the Application of Human Rights Watch Communications; as guidelines to ensure respect for human rights on the Internet, "says the letter supported by a dozen other agencies including the Electronic Frontier Foundation (EFF), Alternative Informatics Association of Turkey, Article 19 Karismadentro of Colombia Foundation or the Way Foundation Royalty Argentina.

This missive is part of the efforts of civil organizations grouped under the collective-Free Internet for All who have joined groups like ContingenteMX, Consumer Support and Wikimedia Mexico-to require legislators to refrain from approving the initiative that places citizens and the rights of users last.

At the time it unveiled the plan of action of civil organizations, he also held a social media campaign with the hashtag # # EPNvsInternet ‬ ContraElSilencioMX and defending digital liberties and reject censorship proposed by the Executive . The latter, # EPNvsInternet became a trending topic on Twitter.

"Democracy is supported in social networks. It is a decentralized effort of all citizens and we felt represented for a hashtag that a legislator. The power that the subject has gained among people an idea of direct democracy where people make decisions, exercise and manifest in social networks. Everyone is talking about this are people who reject the president's proposal, "said Robles Maloof.

CITIZEN PROPOSAL

Civil organizations require senators give accommodate the proposed collective Free Internet for All telecommunications reform, which was the first citizen initiative presented to Congress and collected more than 127,000 signatures from voters list. The collective ensures that the proposals have not been reflected in discussions of the secondary laws.

Civil organizations also sent to the Senate version of the initiative of the Executive where respect for of Internet freedom and digital rights are included, as well as safeguards to prevent abuses by the authorities in surveillance practices of mobile communications.

Their demand is to be discussed on Tuesday before the opinion.

"We made a proposal and have not ruled. We want our initiative dictates the Senate before the Executive. We have developed a technical proposal with alternative wording to the President's initiative, "the digital activist.

The proposal includes the establishment of a specific title for specific rights and guarantees Internet users: freedom of expression, right of access to the Internet, net neutrality, guarantees against arbitrary interference by the authorities with spying and intervention telecommunications, user rights and rights of audience.

It also takes up the proposal to use the white space radio spectrum for the State to provide free Internet services.

"It is fundamental that civil society as we demand universal and free access to the Internet," said Oscar Mondragon, telecommunications specialist and member of the group of digital activists.

IN CONGRESS

In the midst of movement and pressure on social networks for rejecting the the initiative of the Executive secondary laws, PAN ( National Action Party ) legislator Javier Lozano, president of the Committee on Transport and Communications said in his Twitter account that "our opinion on telecommunications eliminates any censorship or blocking Internet and many other concerns, "but gave no details.

Is expected on Tuesday April 22 committee meeting be held to discuss together the opinion with changes to the bill on Telecommunications and Broadcasting. Its adoption will depend largely on the political negotiations in Congress.

"If the PRI (Institutional Revolutionary Party) decided to pass in its current state, there is no institutional power to prevent it. The coin is in the air in the Senate and who remember how settled the "Televisa Law ', had to resort to the judiciary. Are arming strategies, for this is not a final battle or the final battle, "said Daniel Gershenson, president of Consumer Support.

In Internetparatodos.mx site, digital activists will publish what legislators are in favor or against respect freedom on the Internet. The idea is that the discussion and dictaminación secondary telecommunications laws also have a political cost.

"If at the end of the day the lawmakers get their way, we will be found in networks and they will not find us in their polls. We will find in the polls of those who are willing to defend Internet, "said Robles Maloof.
